運用の観点から、衛星システムおよび地上システムへの要求事項を提案します。
運用に必要な文書の整備を推進します（運用計画、運用手順、運用ルール）。
衛星システム技術者、地上システム技術者、顧客などの関係者と技術調整を行い、運用に必要な情報を収集し運用設計に反映します。
運用設計に必要なツールを開発します。
運用手順の検証計画を立案します。
運用に関する社内外の審査会の準備を行います。
実運用要員の訓練およびリハーサルを計画・準備し実行します。
衛星打ち上げ後の衛星運用を主導し、関係者との調整を行います。
衛星打ち上げ後の実運用計画立案（パスアサイン、各パスの運用内容設定）を行います。
衛星打ち上げ後、衛星の実運用シフトメンバーとして参加します。
外部サプライヤーおよび外部委託先との契約内容の検討を行います。
これらの活動を行うチームを組成し、リードします。
