Responsibilities
HSE & General Affairs Lead reports to Head of Saitama Site. This role manages HSE strategy, HSE program, HSE projects, and HSE executions for Saitama Factory with aligning to Global initiatives. This role also oversees General Affairs of Saitama site with corroborating to Japan affricate. And this role manages Saitama site operation as a member of Site LT. 
Main responsibilities:
<HSE>
  • HSE Program Execution
    • Develop and execute the HSE program in compliance with Global procedures, guidelines, local regulations, and ISO requirements.
    • Lead the organization and management of the HSE committee within the Saitama Factory to ensure effective program execution.
    • Establish key performance indicators (KPIs) to monitor the overall effectiveness of the HSE program and report on progress.
    • Oversee the development and implementation of long-term health, safety, and environmental strategies that align with organizational goals.
  • Regulatory Compliance
    • Ensure day-to-day operations comply with health, safety, and environmental regulations.
    • Formulate and regularly update HSE policies to reflect changes in regulations, industry standards, and organizational needs.
    • Liaise with regulatory bodies to ensure compliance and report incidents as required.
    • Maintain and continually renew certifications for ISO 14001 and ISO 45001.
  • Incident Management
    • Implement robust measures to prevent incidents and promote a culture of safety.
    • Lead investigations into safety incidents, accidents, or near misses to identify root causes and implement corrective actions.
  • Risk Management
    • Conduct risk assessments and develop strategies to manage and mitigate health, safety, and environmental risks.
    • Develop and oversee emergency response plans to effectively address potential crises or disasters.
  • Training and Promotion
    • Develop and implement comprehensive training programs to enhance employee awareness and adherence to health, safety, and environmental practices.
    • Provide leadership and coordination to functional managers to ensure consistent application of HSE policies and procedures across the organization.
    • Promote a culture of continuous improvement in HSE practices and foster innovation in risk management strategies.
  • Stakeholder Engagement
    • Engage with internal and external stakeholders, including regulatory agencies and community groups, to build positive relationships and address HSE-related concerns.
  • Budget Oversight
    • Manage the budget for HSE initiatives, ensuring resources are allocated efficiently and effectively to support HSE objectives.
<General Affairs>
  • Administrative Leadership
    • Oversee the daily operations of the General Affairs department, ensuring efficient administrative support across the organization.
    • Develop and implement administrative policies and procedures to improve operational efficiency.
    • Manage facility maintenance, office supplies, and inventory to ensure a well-functioning work environment.
  • Resource Management
    • Coordinate the allocation and management of resources, including space planning, asset management, and procurement of goods and services.
    • Negotiate contracts with vendors and service providers to secure cost-effective solutions.
  • Human Resources Support
    • Collaborate with the Human Resources department to facilitate recruitment, onboarding, and training programs.
    • Assist in the development of staff welfare programs and initiatives to enhance employee satisfaction and retention.
  • Financial Oversight
    • Manage the budget for the General Affairs department, including forecasting, tracking expenses, and reporting.
    • Ensure financial practices comply with organizational policies and regulatory requirements.
  • Legal and Compliance
    • Ensure all administrative activities adhere to legal guidelines and company policies.
    • Coordinate with the Legal department to address any compliance issues or legal concerns.
  • Communication and Coordination
    • Serve as a point of contact for internal and external communications related to general affairs.
    • Facilitate effective communication channels within the organization to ensure corporate Objectives vision, ambition and culture.
  • Facility Management
    • Oversee the maintenance and security of the facility, ensuring a safe and secure environment for staff and visitors.
    • Implement sustainability initiatives to promote environmental responsibility within the facility.
<As a member of Site LT>
  • Strategic Planning and Execution
    • Collaborate in the development and execution of the site’s strategic plan.
    • Align departmental goals with the overall business objectives
  • Policy Development and Compliance
    • Contribute to the formulation of site policies and ensure departmental compliance.
    • Stay informed about industry regulations and standards affecting their respective areas.
  • Performance Management
    • Set key performance indicators (KPIs) for their departments and monitor progress.
    • Drive continuous improvement within their departments and contribute to the overall performance of the site.
  • Resource Management
    • Oversee the allocation and utilization of resources to maximize efficiency.
    • Manage budgets and control costs in line with the financial objectives.
  • Risk Management
    • Identify potential risks within their departments and collaborate on developing mitigation strategies.
    • Ensure that emergency response and crisis management plans are in place and understood by their teams.
  • People Development and Leadership
    • Foster a culture of leadership and professional development.
    • Mentor and coach employees, providing guidance and support for career progression.
  • Innovation and Improvement
    • Encourage innovation and the adoption of new technologies or processes to enhance productivity and quality.
    • Participate in cross-departmental initiatives to improve site operations and drive innovation.
  • Stakeholder Engagement
    • Engage with internal and external stakeholders to maintain positive relationships and address any concerns.
    • Represent their departments and the site in external forums and professional associations.
  • Health, Safety, and Environmental Stewardship
    • Promote a safe and healthy work environment, adhering to environmental policies and regulations.
    • Lead by example in implementing sustainable practices within their departments.
  • Communication and Collaboration
    • Ensure clear and effective communication within their departments and across the site.
    • Collaborate with other department heads to facilitate a cohesive and integrated approach to site management.
Requirements
Minimum requirements:
  • Education Level :  Bachelor's Degree
  • Experience : More than 5 years of HSE related experience at manufacturing site.
  • Regulatory & Technical Knowledge
    • Proficient understanding of health, safety, environmental laws and regulations.
    • Proficient understanding of relevant laws and regulations for Manufacturing site operations (e.g. Labor Law, Firefighting Law)
    • Proficient Knowledge of safety equipment, hazardous materials, and safe work practices
    • Basic understanding of GMP execution in Pharma factory/
  • Risk Assessment and Data Analysis
    • Proficient ability to identify, evaluate, and mitigate risks in the workplace and the tools for risk assessment.
    • Proficient skills of analyzing safety data to identify trends and areas for improvement
