Main responsibilities:
- Manage 1 subordinate
- Oversee the HR function for Japan, including daily HR operations on recruitment, Compensation, training and employee relations and other assignment required;
- Frame and update HR policies and rules such as employee handbook, the management of communication tools and expenses etc.
- Identification of legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures and reporting are in compliance. And reply to governmental audit from Labor Bureau.
- Recruits, interviews, tests, and short list process with external agencies, prospective applicants and department managers concerned to fill vacant positions locally (Both Tokyo and Shizuoka).
- Keep relationship with external agencies, local universities and professional schools in whole Japan.
- Plans and conducts new employee orientation program and coordinate the administration arrangements for new employee.
- Coordinates and conducts the training in performance leadership and HR procedures.
- Search, liaise and coordinate with external training course providers according to our training needs. Work out the annual training plan according to training needs. And follow up and organize the relative training courses.
- Keep records of personnel transactions such as hires, promotions, transfers, performance reviews and termination, and employee statistics for governmental reporting.
- Liaise with local authorities on the employment of foreign employees such as work permit and coordinate the management of foreign employees as per local governmental policy.
- Advises management of employee relations issues.
- Responds to inquiries regarding policies, procedures, and programs
- Administers performance review program to ensure effectiveness and compliance within organization.
- Collect salary market data and assist to administer salary administration program to ensure compliance with market survey.
- Investigates accidents and prepares insurance claim form and liaise with insurance provider on claim status and follow up.
- Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
- Represents organization at personnel-related hearings and investigations.
- Design optimization plan of HR resources within the company (Job rotation, Career path etc.).

Minimum requirements:
- Minimum 10 years of HR experience in Japanese manufacturing company or Japanese Subsidiary of Foreign Company with local manufacturing site.
- In addition, minimum 5 years of HR Management experience would be preferable.
- Language proficiency in English both written and verbal.
- Experience with the Hay system a strong advantage.
- Honesty, strong interpersonal, communication, and negotiation skills.
- Accept to travel upon requirement.
- Directly report to APAC HR Director and dotted-report to Japan President
- Working peers including R&D Director, Sales leaders, Purchasing Manager, Plant Managers and HR Managers in Asia
